The U.S. appeals court in Washington said it was blocking an order by the International Trade Court to consider the government’s appeal filed hours after the court blocked President Donald Trump’s plan to impose tariffs on imports from around the world on April 2, arguing that the president had overstepped his emergency powers to do so. The U.S. Constitution gives Congress the power to make decisions on foreign trade that are outside the president’s emergency powers.
